Proposition "1" Users are
Proposition "1"
Users are given the ability to self-moderate. A "voting system" would be used, and if a post gets more than a predetermined number (ie: 5, 10) of negative votes, it is automatically deleted.
Proposition "2"
Users are given the ability to "flag" objectionable content. After it is flagged, it would be investigated in a timely manner by the Admin or a Moderator, who would make the determination as to further action (post deletion, user ban, etc).
Proposition "3"
The Admin appoints a user (or users) to Moderator, and they assist him in maintaining a positive atmosphere, free of spam, that welcomes healthy debate but is not conductive to personal attacks or spam. Moderators would be held accountable for any actions (post removal, user bans, etc) they take.
Proposition "4"
Take no action, and leave the site as it is.

It should not be called a "negative" vote but instead a spam flag.
A "negative" vote invites people to delete posts or topics that are not "popular".
Also what are suggesting may or may not me possible with the web software that is installed.

Prop #2 for now, if it became huge with comments then maybe I'd reconsider. I'd be inclined to suggest another idea just so this didn't overwhelm his life and become another job for the admin but, I prefer to leave this topic up to him.

i think #1 makes the most sense from a standpoint of not taking up too much of the admin's time. although, as PPID mentioned in another post, it opens the door for people to neg someone just because they don't like the poster or the content (even if it is on topic). perhaps something like #1, but somehow punish people who misuse the neg button as well.

Very true. But who is to say what is misuse? If there were to be a "Misuse Vote" button, it would be in the opinion of the user clicking the button. We can't police opinions - or differentiate from abuse and legitimate use.

PPID, I have chosen Prop 3 for now. I have initially given you moderator rights here. I would like to add candidates you feel would be a good addition to help moderate this site.
I am looking into using a flagging system but I have to warn you, I'm extremely busy because it's towards the end of the year. The other admins I have are not as technical savvy so it's on my plate :(

I too think a flag system would be a good idea, so long as it's not abused/misused to flag unpopular or controversial threads.
As for some candidates I think might be a good addition to help moderate, I nominate (and I think he's already volunteered!) boopiejones, and also, if she's up to it, TreoBART.
