What exactly is a "real offender"? If you intentionally avoid paying your fare you are a "real offender". It's called STEALING when you take something without paying for it. Fare Evasion is a crime. Spitting, smoking, eating, drinking on the trains are "crimes". One would think common sense would prevail and we wouldn't need laws that prohibit spitting, urinating and/or deficating in public. Stop whining about what's fair and what isn't fair. If you break the law, take the consequences. Paying taxes does not exempt you from obeying the law.
Posts on this site often complain about the dirty trains, yet when BART police try to enforce compliance to posted signage, they are suddenly "harrassing paying citizens". Make up you mind folks. You can't have it both ways.
Eating and drinking on the
Eating and drinking on the trains constitutes an infraction, not a crime. Hence, a ticket rather than an appearance in court and time in the slammer.
And the trains are dirty because certain persons who are so dirty that they constitute a health hazard are allowed on the trains and the trains are rarely if ever washed. The fabric seats make it much worse.
I would actually be in favor of completely removing the seats (and the bums).
Urban transit riders are
Urban transit riders are mainly to blame for the nasty and soiled conditions on BART. How many times do you see people eat and drink on BART? These filthy bastards leave their trash inbetween and on the seats.
The other day, I saw a cup half full of liquid lodged behind a seat. All it would've taken was a sudden stop and someone is soaked. Is that BART's fault? Of course not.
How many times do you see people use the seats as foot rests? Damn near all of the time.
Just last week a NON-disabled woman got on BART with her rather large dog. She directed the dog to sit on the seat next to her! Are you kidding me???!!! Is there a rule against bringing your pet on BART?
Once again, its not all on BART to keep the trains clean. Riders have to take responsibility too. But Americans and especially people in the bay have the attitude of entitlement. I will do what I want. Period. Who cares how my actions will affect anyone else. So it's way more than the bums that have turned BART into a litterbox. And FYI, trains are washed a bit more often than you are inaccurately ASSuming.

Wow, that trash reeks like urine then. The point whether the trains are cleaned regularly has been argued to death on this board. I will summarize: everybody who works for Bart says they clean the trains, everybody who rides the trains every day knows this is a load of crap.

Once again I have to agree with Operator9! It doesn't matter how often the train cars are cleaned. It takes only one pig to make the train car look as if it hasn't been cleaned in months. One trip from Bay Point to SF on a commute morning and the train cars are littered with newspapers, empty styrofoam coffee cups, empty wrappers from fast food breakfast - eaten on the train, stinking up the cars - and of course the stench from the homeless person who fare evaded onto the train and is taking up two seats while he sleeps. BART is not like a movie theater where after the movie ends a crew goes in and cleans up the mess made by the attendees. The train cars are not cleaned after each trip from one side of the bay to the other.
If you read the paper at all, you will remember that Tom Margro himself told his paying riders that they could expect dirty trains cars and stations because Mr. Margro decided to lay off the lowest paid workers at BART in an effort to reduce his budget deficit. Mr. Margro decided to LOWER THE STANDARDS of cleanliness in the stations and train cars. Mr. Margro didn't reduce the many levels of "yes men/women" he has surrounding him. He did, however, give them a new job title so that it appears he reduced this size of his management solitaire players. So, who do you think cleans the trains? Not Mr. Margro's protective circle of goons. Mr Margro laid off those who clean the trains and the stations. The remaining employees who do clean stations and trains now have double and triple the work load they had before.
Yes, it's annoying and a health hazard to have the bug laden homeless ride the trains. If they have a ticket, there is nothing that can be done to keep them off the trains as there doesn't seem to be a law on the books against being a filthy pig. Operator9 makes a good point. Urban riders who think nothing of dropping their trash on the streets and sidewalks have the same attitude about BART trains. Don't you just wonder what their homes look like? Somewhere along the line, parents have stopped teaching their children manners and consideration for others. I see the same thing the Train Operator spoke of...people putting their dirty shoes up on the seat as a foot rest. Who knows where those shoes have been?
It's not that the trains and stations don't get cleaned. It's that the the people who have to do the cleaning cannot keep up with the disgusting habits of the low life who ride the trains.

Operators just don't sit in the cab all day Einstien. I probably walk through and spend more time in the passenger area on different trains in one day than you do all week.
If the trains didn't get cleaned regularly, with the amount of trash that is deposited on BART daily, you would be about ankle deep in trash in about 5 days.
But mysteriously, you're not. Since the trains aren't cleaned on the regular, I guess all that trash evaporates, or passengers (laughing hysterically here) pick it up themselves.

We are going in circles. You're on the trains two hours a day max, and now you're the authority on how often trains are cleaned. I'm on and around these trains more in one day than you are all week.
All you do is stand on the platform, pick a car to sit in, sit down, and when your stop comes, you get off.

Short of replacing the
Short of replacing the upholstery monthly, how would you suggest BART clean the seats? In order to keep the seats hospital clean, they'd have to be shampooed/steam cleaned every night. With only a three-four hour turn around from last train to first train, when would they have time to dry?
No doubt there are biohazards on the trains. Would you care to lobby your federal and state representatives to write laws that prohibit those who don't bathe from riding the trains? While you're at it, make sure they include all of those with communicable diseases such as Hepatitis A - X, AIDS, HIV, TB, STDs, Measels, Mumps, Diptheria, Typhoid...you get the picture?
If BART removed the upholstered seats and carpeting from the train cars; replaced the floor covering with vinyl and the seats with sturdy plastic, they could use a high pressure hose on the train cars every night....and two hours into the day, the trains would need to be pressure washed again.

Unless it's issuing a parking citation (because no one is there) so BART PD can look they're doing something. at our station, they just like to stop in front of an entire line of cars when they are trying to park so a whole line of cars has to back up and go down another isle. of course, the officer could have pulled into a slot, but NOOOOOOOOO. Or, race up to people getting into their cars late at night and shining lights in their faces acting like they are out catching criminals. Why don't you go get the guy doing the drug deal in mid-day. I have the keys to my vehicle, duh!

Most officers don't issue parking citations, the Community Service Officers (non-sworn) do. And the officer can't pull into a slot in case he/she has to leave quickly in an emergency.

I tested it yesterday. I jumped on at Walnut Creek like I do every monring. Bart was full, but not standing room only, few open seats. I sat down then pulled out my McDonald's breakfast and chowed down and drank my coffee. Just to see what would happen, put my trash in the McDonald's bag and left it under my seat, while I drank my coffee the rest of the way.
At Orinda, guess what, BART police. He comes over to me and says, "You can't eat or drink on BART." Me, "Sorry sir, won't happen again." Im thinking, "Yea sure pal, whatever you say, just go away so I can enjoy my coffee."
You know what, no citation. No nothing. Didn't even aske me to throw my coffee out. Matter of fact, didn't ask the other five of us drinking coffe to toss em out.
Here is what I noticed, he didn't give me or the others a second look because we were all in suits/business wear, etc. However, he did walk over to some guy that looked to be in construction and woke the poor guy up and told he can't take up 2 seats. And that guy probably works harder than I do, so he deserves to sleep, me, whatever.
So where's the citation for eating and drinking on the BART? Or do we get a warning if we are polite? Or did I just luck out? But then again, there were about 5 or 6 of us drinking coffee. Or was it because I look like I have money, (lol, I just file papers and answer phones for a company/errand boy whou has to dress nice in the office. The poor construction worker makes more than me probably.)

Actually, I don't. I got a thing about what I touch on the BART then put near my mouth. This was a test. Sure enough, seems that if you just be cool with the Bart cops, nothing will happen. Why they picked on that other guy I have no clue, he was doing nothing. I was expecting the citation for littering. And he wasn't laying down on two seats, he was leaning against the window and his leg was half on the other seat. Just seemed funny that he let's me off, htne a split second later taps the guy and makes more of sceene out of him than me.
Was intersting, that's all. And I didn't get a citation, me or the other coffee drinkers. So the signs are pretty much useless. Why post them if you are not going to enforce.

I think you're full of it. You got on at Walnut Creek with your food. After scarfing it down, and BEFORE BART Police got on the train two stops later, you put YOUR trash under the seat to "see what would happen"??? I don't think so. I think you had no intention of picking up YOUR trash. You are a prime example of why the trains are so dirty. Leave YOUR trash on the train "just to see what happens". Were you waiting for your mother to come and clean up after you? What were the BART Police officers supposed to do? Take your coffee and the coffee of the other "suits" and hold it until the next stop? If they had told you to throw it out, where would you have thrown it? If they had cited you, you'd be making fun of them calling them Rent-a-cops who should be out preventing real crime. If they hadn't told the construction worker to sit up, you'd be complaining that they didn't do anything about the guy taking up two seats and/or putting his dirty work boots on the seats.
So, now that you've "gotten away with it" you plan to eat on BART all the time? And the logic behind that? You're one of those who complains that the trains are filthy and yet you contribute to the filth and brag about it. You are such a hypocrite.

truthfully, I have never
truthfully, I have never seen Bart Police cite anyone for eating/drinking on BART. I've been riding for 17 years now. IMO BPD probably takes that infraction as minor and overlook it.
