Why doesn't BART report delays/Police actions?

A train I was on this morning got stuck at the 12th street station for about 20-30 minutes this morning because of a Police activity, while cops searched the train.

As far as I can tell, this delay wasn't reported ANYWHERE by BART.

Why are some delays reported, but others ignored?
