Chronic Parking tickets for paid spaces?

Long read, bear with me.

I seem to have a problem with Bart Parking and I am wondering if it is just me?

Starting in 2005 I was getting parking tickets at the Walnut Creek Station, about 1 every other month starting in January. I knew I had paid so I starting keeping my little tickets after the second ticket. Fool me twice...

On 4/28/2005 I received a third parking ticket for br2495-a4 (parking validation required). My tiny waxy ticket collecting compulsion paid off. I figured I would just send in the citation fee, the waxy ticket and a copy of the paid parking validation for space 1003 and it would be quickly dismissed.

Oh no, I was notified that this was a "valid cite" since a prior citation was dismissed, (huh?), I would have the pay half the citation fee, $12.50.

WAR. ON.

I then wrote a bunch of letter to the Huntington Beach "citation processing facility" and to Gail Murphy (then BART board of directors). After about 6 months of back and forth I was issued a check for $25.00 and a "dismissal" of the citation. No apology.

Forward to this morning. I received a citation for, guess what, BR2495-4(a) (validation required). The fine is up to $35. I called the EZ Rider and guess what, I tagged in at 05:24 A.M. I was cited at 13:40 on the same day.

What are the chances? Different Vehicle. Different issuing officer. I actually think that anyone who has a ticket issued may be able to plead, "the computer ate my parking fee, prove otherwise." I used to think it was a pissed off BART parking officer, I now realize it is just BART SNAFU.

This seems to happen pretty frequently.
Unfortunately many people just pay the fine and don't complain, so from BART's perspective they have no reason to fix the problem since they're getting free money.
