This is a common problem.
This is a common problem. IIRC, one of the earlier and simple solutions on trackside communication boxes was to install a heat shield - yes litterally, a piece of sheet metal with an air gap to reduce the head beating down on the box. Linton Johnson was being interviewed in a sweat box, a computer/relay control room in which the AC was overloaded. See what happens when your home desktop cannot dissipate the heat. Hopefully, this is a two or three day heat spike and we'll be back to our summer "winter" pattern.
No trains do not run slower
No trains do not run slower when it's hot. If it appears they do, then the problem is most likely not with the trains, but with power issues or wayside equipment. As was already mentioned the way side equipment does not like it when it gets hot. Something called "false occupancies" (nothing that can be seen by a train operator) pop up and trains are then required to go into a manual mode to get past the occupancy and then return in automatic. There are some slower acceleration speeds between West Oakland and Embarcadero on both tracks due to some power issues.
