Hayward power failure

I am amazed BART had to bus riders from Hayward during the recent power failure. Apparently, they don't have the budget for a set of emergency lights and real persons to take tickets. Or they could have had the technology to draw station power from the tracks, but that's just too smart for them.

none of those ideas would be practical or cost effective, emergency lighting is just fine, but no elevators or escalators would work, there's no way to take tickets by hand, because they are mag stripe tickets, they have to be encoded, not just collected. 3rd Rail power is 1000VDC, the equipment needed to make power for the stations would be extremely expensive and they'd need it for each station.

I agree in general, but I disagree about taking tickets by hand.
They could easily have battery-powered hand-held units to swipe the tickets through.

There's also the legal liability issue. Emergency lighting isn't as a bright as regular lighting and all it would take would be for one passenger to be injured and then sue because of inadequate lighting.
