TAX PAYERS PUT TO THE VOTE

Shouldnt the tax payers have a vote where BART extends itself, since they are the ones paying for this bankruptcy on wheels? Why shouldnt any future expanshions be put on the ballet and voted on. If a county wants BART in there county they [that county ] would put it to there voters, the others [countys] would only be responsible for there county, finacialy. If the voters in this county in question rejected the tax proposal, thats where it ends, until it is accepted.

a few times...I think warm springs (fremont) and then livermore...livermore turned it down from what I recall...could be wrong though.

Santa Clara County voted to

Santa Clara County voted to tax itself for a BART extension (Warm Springs would be the end of
the line in Alameda County otherwise). It passed California's two-thirds rule by a very small margin
(66.78%). That vote is why the extension southward is now eligible for federal funds.

This is exactly why that animal called BART is in debt, the voters want something yet they cannot pay for it, the feds arnt going to cover the entire cost of this extenshion, so its a never ending cycle. [66%] doesnt sound like 2/3 to me, another political loop hole, wont be long before 2/3 is really 10%.

Did I miss something? 66.78% is more than too thirds. If you take 100 and divide it by 3 you get 33.33. That times 2 is 66.66, which the last time I checked is smaller than 66.78. How is this a political loophole?
