BART has zero incentive to
BART has zero incentive to re-open underground restrooms. Unless some law is made and they're forced to it'll never happen. They probably threw a party when they had an excuse to close them.
As for the unisex idea, most men I know refuse to use the pooper and only pee in there as a last resort because they don't have to touch anything if they're careful. Unfortunately, Women don't have the option unless they really practice. I suppose that argument isn't very strong, but I hate to think about the miss if they don't add urinals to all the bathroom stalls.
I've only ever used bathrooms at the "nice" suburban stations after happy hour when I know I can't take the 15 minute drive in the car... Even those reek.
