Why does the Montgomery train heading into Embarcadero in the morning pause halfway down the platform and honk?

All trains (in automatic
All trains (in automatic mode) require an electronic route. This train gets a route to Embarcadero station, then the route ends (and the train stops mid-platform, because the switch in the tunnel is very close). The TO manually moves the train up, so passengers can get off. Central manually enters a route from Embarcadero to Montgomery, then the train takes off. Since the switch at Embarcadero has to be turned (usually this train crosses over from Embarcadero to Montgomery), there is a timeout of many seconds, but usually it takes longer for the passengers to offboard, and the route is ready by the time the TO closes the doors. Then the train gets moving again.
The TO honks the horn, to alert anyone nearby that the train is about to move. Just a safety rule (and a safe TO).

From what I've seen, it's almost ALWAYS a double, short honk when the train begins to move in manual mode. Is it an automatic honk or is it done by the T/O? Even in tunnel areas the honk happens. Hmm?
