I disagree. The tunnel cutoff is a nice break from the chatter.
Btw, I've found a way not to shout if you do have to make a phone call on BART - use it like a walkie talkie. i.e., when you go to talk, hold the mouthpiece in front of your mouth and talk normally.

Not that the near 100db noise will make hearing anything on the call impossible (talk about "Cell Yell").
At least one can text message or read ap news ( what I do )
