First 2 cars of train evacuated?

So big storm hits the Bay Area. I was on the Richmond train going towards San Francisco from the Peninsula. All of a sudden, at 16th St., the operator has the first 2 cars of the train evacuated. I've never seen that happen. Anyone know the deal???

I did beat him with a switch... but this wasn't his train.
